The UK commercial property market was undoubtedly impacted by the uncertainty surrounding ‘Brexit’, but there are many reasons why we left 2016 feeling positive.

Co-op appoints us as lease consultancy advisor for Yorkshire and North East region

We have been appointed by Co-op to provide lease consultancy services for its Yorkshire and North East region. The firm’s remit will comprise the Co-op’s trading leasehold convenience store and funeralcare portfolio. The appointment means that we will now act as lease consultancy advisors for three of the mutual’s six UK property regions, the other two being the North West and Central and Eastern regions.

Alan Stell, Co-op’s national estates manager said: “Our food business is the fastest growing non-discounter in the UK and managing our portfolio of existing stores is fundamental to doing business in a better way for our members, customers and the local communities we serve. With our recently revised membership offer which includes giving 1% of own brand spend back to over 4000 community groups it is important to control costs in a competitive retail market.

“We have around 100 transactions taking place annually across the three regions that Sanderson Weatherall now handles for us. Due to this volume of activity, it’s vital that we have a lease consultancy team with expert market knowledge able to manage the scale of the work whilst also maintaining very high quality standards throughout. Having partnered with Sanderson Weatherall for the past eight years, we know they can deliver the standard of lease consultancy services required to enable us to actively manage our property portfolio.”

Earlier this year, we enhanced our nationwide lease consultancy service by expanding our office network across the UK. The lease consultancy division deals with rent reviews, lease renewals and lease re-gears on all types of commercial property throughout the UK.

The team is managed by Leeds-based head of lease consultancy, David Rastrick, supported by partners Fiona Rowland and Stephen Jefferies. Within our other offices the lease consultancy teams are led by Kim Murray in Manchester, Aidan King in Birmingham, Andrew Udall in London, Anthony Turner in Bristol and Shona Baxter in Newcastle.

Alan Shearer Centre wins Gold SPATA award

The Alan Shearer Centre Hydrotherapy Pool, which opened last year, has won a Gold SPATA award for ‘Special Requirement Pool of the Year’. The Alan Shearer centre, which is located in Newcastle, is a specialist respite, residential and social facility for people with complex disabilities and acute sensory impairments. The centre is set in over an acre of private land and it is the North East’s only short break centre with its own on-site activity centre. Our building consultancy and architecture teams designed and developed the luxury hydrotherapy pool facility for the centre, working alongside specialist pool designers and occupational therapists. The pool includes a number of water features designed to provide sensory experiences to users, including a Jacuzzi, under water swim jets, massaging water shoot and alight up waterfall feature. A flexible lighting design provides users with the option to change the atmosphere within the pool area, ranging from bright lights or a sensory environment.

To support the luxury hydrotherapy pool facility we also created a fully accessible changing room with access to the pool via a hoist system and a shower trolley and body dryer to enhance the user experience.

George Penrice, head of building consultancy at Sanderson Weatherall Newcastle and Gillian Smith, lead architect commented, “We are delighted that the Alan Shearer Centre has been awarded a Gold SPATA award. It has been incredibly fulfilling to work on this project, and I am very proud to see what the centre is providing for families in the North East.”

Westwood Yarns sale sets site up for a new lease of life

The former Westwood Yarns site in Holmfirth is set to be transformed into a vibrant community and workplace after being successfully sold to West Yorkshire based property developers, Prospect Estates.

Prospect Estates has plans to construct 50 residential units, as well as converting the historic mill into 12 apartments, and also transforming the Millpond building into a hotel and restaurant. Part of the office and workshop accommodation will be leased by the Oil Can Café and IK Classic Cars, both of which are relocating from the Carding Shed, retaining local companies and safeguarding jobs in Holmfirth.

Our Manchester office was appointed by administrators KPMG to market the site in March 2016. The property provides 168,551 sq ft of production workshops, offices and ancillary space set in an 8.54 acre site. The successful sale of the property follows the announcement earlier this year that our auctions team had sold the majority of machinery and assets at auction, raising approximately £1 million.

Commenting on the plans for the site, Rob Cooke, regional acquisitions manager for Prospect Estates, said: “This is a historic and important site and we are keen to preserve as much of the original character of the mill as possible, whilst also attracting jobs and new residents to the area.

“The mixed use scheme we are proposing will retain around a third of the original floorplate, including the Millpond building and the Northern Lights workshops. We hope to begin work on site in early 2017, subject to planning permission.”

The sale of the former Westwood Yarns site to Prospect Estates was arranged by David Murray and Craig Watson from our Asset Advisory team.

Commenting on the sale, Craig Watson, associate partner in our Manchester office, said: “We received a significant level of interest in the site from a variety of regional and national investors and developers and we are very pleased to have successfully secured a sale on behalf of the administrators. Prospect Estates’ plans to redevelop the site will bring jobs and investment to Holmfirth, and we are confident that this will be a very successful venture that will provide a significant boost to the town.”

The appointment also sees the company take service contract management which comprises studying lease information, authorising tenant works and administering service charge budgets.

Providing an integrated service, our property management team has been working alongside our  building surveying team in Manchester, who have led extensive refurbishment work on both properties.
 
Ben Wood, fund manager at Canada Life, said: “These buildings provide unique and inspirational office accommodation with a stripped back New York loft style. This part of Princess Street is becoming a highly sought after location within the city centre of Manchester. Sanderson Weatherall has done an excellent job of integrating and managing these properties.”

Acting on behalf of Litfield Land, the investment was sold to a private investor for £1.3m. Work has now begun on the 18,000 sq ft refurbishment project, which will house 200 of Greggs existing workforce and is due to complete in the second quarter of 2017.

Allied Glass has taken the 189,142 sq ft Eurohub facility, located on California Way, on a 10-year lease. The newly refurbished property, which includes 176,013 sq ft of warehouse space and 13,129 sq ft of office space, will be primarily used for bottle decoration and storage. Commenting on the move, Jonathon White, industrial agent in our Leeds office said, “We are pleased to have secured this great facility for Allied Glass. I have no doubt that the Eurohub premises, located at the heart of such an established distribution centre, will be a fantastic home for the business as it continues to grow.”

Wakefield Europort is located at Junction 31 of the M62. Its other occupiers include DHL, TJX Europe (TK Maxx), Argos, ASDA, Kuehne & Nagel, Warburtons, Royal Mail, 3663 and One Stop.

Landmark Supreme Court Ruling on Business Rates

On March 1st a landmark ruling by the UK Supreme Court resolved whether owners of commercial properties will need to pay business rates during renovation or development work. Our rating team first started work on the S J & J Monk v Newbigin case in 2013, when the Valuation Office Agency stated they would base the rateable value of an office, during renovation and subdivision, on its pre-scheme rateable value. The decision meant that the owners, S J & J Monk, still had to pay business rates on the 15,000 sq ft Sunderland office space, with a rateable value of £102,000, despite it having being stripped to a shell and unable to be occupied during the renovation.

The case was taken to Valuation Tribunal by Rating Partner, Richard Farr, who appealed the decision on the basis that until then, properties undergoing major work had been given a nominal rateable value of £1. Farr later won the appeal at Lands Chamber, but the decision was subsequently overturned at High Court.

However, the ruling by the Supreme Court concluded that the property should be given a nominal £1 rateable value, on the grounds that it is undergoing significant refurbishment which restricts it from being a functional office space.

Richard Farr commented, "I am delighted by the eventual ruling at the Supreme Court, four years after I first started this case. Thedecision is welcome news for ratepayers, who will not be required to pay business rates on properties that are undergoing construction.

"This is of course also good news for the industry, with the threat of unnecessary rates bills no longer creating barriers for developers and investors."

The nominal assessment will not be automatic, and affected ratepayers will need to seek advice from a professionally qualified rating surveyor.
