In August we were pleased to announce our appointment as a supplier on the Crown Commercial Service’s National Estates Professional Services Framework. The four-year framework was awarded following a successful tender process, securing our position as one of only 12 firms on the national lot.

Last month the government intervened in an attempt to speed up business rates relief for thousands of small businesses across the country and in Scotland the Barclay review into business rates provided a number of recommendations for business rates reform. During August it was also announced that the Valuation Office Agency were poised to cut a number of jobs despite thousands of outstanding appeals. Acting on behalf of UK property investor and developer, Buccleuch Property our agency team in the North East sold the last remaining plot on the City Road site in Newcastle City Centre for £1.7million. The site was purchased by JEDS Investments who have acquired the residual part of the site to transform into high quality student accommodation in the heart of the city.

Leading European electronics store, CeX, has taken 1,377 sq ft of space on Northumberland Street, a major shopping street in the city of Newcastle upon Tyne. The deal was completed with our retail agents in the North East acting on behalf of the landlords.

ATZ Developments, a Yorkshire based development company, has purchased a 60,000 sq ft multi-let mill complex in Batley, West Yorkshire. Commenting on the sale, Jonathon White, industrial agent at Sanderson Weatherall said, “We are delighted to have sold this site on behalf of the vendors.”

Our planning team recently obtained planning permission for a log cabin development in the North York Moors National Park on behalf of a private client.

With HS2 development now well under way the Government recently confirmed the route for phase 2b, between Crewe and Manchester and West Midlands and Leeds. RAP has a combined turnover over £45 million and more than 700 chartered surveyors nationwide and comprises of property firms Sanderson Weatherall, Alder King, Ryden, Harris Lamb, Budworth Hardcastle and Lisney. The RAP also has support from Amec Foster Wheeler Environment & Infrastructure UK Limited to provide specialist environmental, engineering and sustainability technical services across the UK.

The appointment means the group are able to provide a full range of professional services to all UK public sector bodies, including central government departments and their agencies, non-departmental government bodies, NHS bodies, local authorities and registered charities.

Simon Elliot, head of public sector consulting at Sanderson Weatherall said, “I am delighted that we have been named as one of only 12 firms on the National LOT for the Estates Professional Services Framework for another four years, building on or success in our first appointment to the national panel in 2013.

The Barclay review group was created to provide recommendations on reforming the current business rates system in Scotland. The group is chaired by Ken Barclay, former banker at the Royal Bank of Scotland and met numerous times over the past few months to compile the report.

Graham Isle, partner in our business rates team commented on the report, “This was a very welcome report for the Scottish business rates system, much like the current system in England it is in dire need of reform.

“The report has highlighted a number of key recommendations to the Scottish Government and I look forward to hearing their response. In particular, it will be interesting to hear what Secretary for Finance, Derek Mackay has to say, as he welcomed the review’s publication and remarked that the government would respond swiftly”.

“I believe that the key recommendations within in the review are the call for more frequent revaluations and a reduction in the period between valuation and implementation of the new valuations, currently this takes two years and means at the start of each rating list many property valuations are already outdated.

“There are also calls for the small business bonus scheme to be evaluated, town centres to be provided with more support by expanding fresh start relief and the large business supplement reduced.”

Over the weekend, it was publicised by the government that they are poised to announce a number of job cuts at the Valuation Office Agency (VOA), the government department that deals with business rates. The plans to downsize will see three-quarters of the VOA’s senior officers axed as the closure of 19 of the 50 regional offices is expected over the next three years. Rob Cohen, partner in our business rates team, commented, “I am disappointed by the government’s decision to announce further cuts at such a critical time for many businesses across the country.

“The VOA are over stretched as it is and have struggled to cope for a number of years in effectively disposing of appeals; there are currently around two hundred thousand appeals outstanding against rating assessments and these job cuts will not help.

“What the VOA really need is more funding and extra resources, not further cuts. It is almost as if they are being set up to fail, lending weight to many sceptics view that the Government will seek to privatise them in due course.”

Route confirmed for second phase of HS2

Last month the Government confirmed the route for phase 2b of HS2. The Western leg of phase 2b is set to run between Crewe and Manchester and the Eastern leg between the West Midlands and Leeds. The Government has recently intervened in an attempt to speed up business rates relief to thousands of small businesses across the country that have been adversely affected. Despite being promised millions of pounds of support in March’s Budget, many firms who lost small business rates relief as a consequence of the 2017 revaluation are still waiting for their bills to be adjusted and relief to be applied. During the 2017 revaluation the majority of businesses saw little change to their bills but it is estimated that there were nearly 25,000 small companies that lost their entitlement to small business rates relief and faced rates rises of up to 3,000%.

Following the increase of the threshold for small business rates relief, Chancellor Philip Hammond assured those companies that missed out that their bills wouldn’t go up by more than £50 a month.  These measures have been overcome by delays, with many Local Authorities stating they are unable to amend bills without further guidance being published by the Government.

A Department for Communities and Local Government spokesman said: "We've been clear that Local Authorities should take urgent steps to make sure small businesses benefit from the funding that we announced at the Budget in April.”

"There are Councils that have pressed ahead and issued revised bills. Others have chosen to wait for software updates to deliver this particular scheme and we've taken steps to make sure business get this relief as quickly as possible."

UK property investor and developer, Buccleuch Property has sold a 0.57 acre site, the last remaining plot on the City Road site in Newcastle city centre for £1.7m. The site was sold to JEDS Investments. Property developer JEDS Investments has acquired the residual part of the site to transform it into high quality student accommodation in the heart of the city. They have secured full planning consent for the development of a 207-bed student residential scheme and will commence on site later this year.

Sandy Smith, Development Director at Buccleuch Property said, “City Road is a highly attractive site in the centre of Newcastle that has created a variety of opportunities over the past ten years, already including the successful delivery of the 386 bed studio student village and the 30 residential apartments.

Successful Appeal in North York Moors National Park

Our planning team recently obtained planning permission at appeal for a log cabin development in the North York Moors National Park on behalf of a private client. Prior to our involvement, the original application had been refused principally because of the sensitive landscape in which the site lies; the closest settlement to the site is Stainondale village. Owen Pike, head of our planning team said, “It is rare that planning permission is granted within remote locations inside national parks so I am delighted our appeal case was successful. We are known for providing bespoke advice and this case was no different. Rather than regurgitate well know national policy, we carefully scrutinised the reasons for refusal, committee reports and committee minutes, investigated key development plan policies and the policies and objectives of the National Park Management Plan, and established the site’s permitted development rights and fall-back positions. We were then able to identify conflicts between the Planning Officer and Committee Members, inaccurate statements and weak reasons for refusal. Finally we devised a number of grounds that were bespoke to the case.”

In her decision, Planning Inspector, Elaine Worthington commented, “Bringing matters together, overall I am satisfied that the scale of development proposed and level of activity that would arise in this case, would not have an unacceptable impact on the wider landscape or the quiet enjoyment, peace and tranquillity of the National Park.

“Nor would it detract from the quality of life of local residents or the experience of visitors. I therefore conclude on this issue that the proposal would not be harmful to the character and appearance of the National Park.”

“The site is a great acquisition for ATZ with the individual units currently producing circa £57,000 per annum providing a strong return on their investment. With tenancy agreements expiring throughout 2018 and 2019 the site provides ATZ with a number of excellent management opportunities, as well as the option to explore the redevelopment potential of the site, subject to necessary consents.

As mentioned, the concept is not new and has been effectively utilised for years by start-ups and in sectors that rely heavily on collaboration, such as technology, media and other creative industries.

The ability to work in close proximity with like-minded individuals provides a number of networking opportunities and being part of a co-working community allows you the chance to surround yourself with potential clients and partners.

More frequently we are seeing larger corporates utilising this style of working as it allows project teams to be grouped together to ensure individuals are sat alongside those with complimentary skillsets.

Technology

One of the key reasons behind the surge in popularity of co-working environments amongst corporate companies is technology. Most serviced and co-working office spaces are now working towards high tech fit outs with innovative technology that drives connectivity.

While perhaps a little behind the TMT market, the corporate and professional services markets are beginning to acknowledge the role up to date technologies can play in enabling better business.

Talent

Retaining talent is a challenge across all sectors and to keep up with employee demands it is important to ensure space is created with a healthy work-life balance in mind. In serviced and co-working office spaces staff are at the heart of the designs, with innovation, creativity and collaboration actively encouraged throughout inspirational shared environments.

In a recent survey we found that 86% of respondents agreed that co-working and modern office spaces are key to them attracting and retaining talent in future.
