Budget 2017: What will be the impact on the housing sector?

Philip Hammond gave his Autumn Budget to parliament yesterday and with a number of key changes for housing our residential expert, Diana Warr has summarised its impact. “The headline announcement in yesterday’s budget was undoubtedly the fact that first-time buyers will no longer need to pay stamp duty on property purchases up to £300,000.  “The abolishment of stamp duty is certainly a boost for first-time buyers across the country but with undoubtedly have a greater consequence for those purchasing higher value properties in London and the South.

“On top of the benefit to first-time buyers it is also good news for existing homeowners as the Office for Budget Responsibility has estimated that house prices will rise by 0.3% as a result of the change.

“It was also announced that local authorities would be able to charge a 100% council tax premium on empty properties. It is hoped that by charging penalties in the form of council tax payments it will dissuade landlords and property investors from leaving vacant houses and flats while many struggle to find somewhere to live.

“The government also pledged to support the “biggest annual increase in housing supply since 1970”. Hammond announced that to boost housebuilding the government would provide a minimum of £44bn of capital funding, loans and guarantees to help create an average of 300,000 new homes a year by the mid-2020s.

“With a number of promises of extra funding and re-allocation of resources the budget looks to be a promising one for the housing sector but as is often the case, we eagerly await the outcome of the changes.”

Why Register

Registering your products is a sensible safety precaution as there are cases that a manufacturer may need to get in touch if they have identified problems with an appliance. It can prove nearly impossible for manufacturers to trace you if you didn’t initially register your appliance so it is important to take the responsibility to let them know how to contact you, especially if you are renting out the property.

How to register

Most manufacturers will include a registration page on their website but if you can’t find this then the Associate of Manufactuers of Domestic Appliances (AMDEA) have a set up a website that makes it quicker and easier to register all your appliances in one place.

Visit www.registermyappliance.org.uk and click on the relevant manufactrer logo to open the data entry form.

Diana Warr, residential lettings specialist in our Leeds office, commented “Despite it being fairly uncommon that a manufacturer needs to contact you with a safety message we would always advise that you are prepared. In the past there have been occasions where certain appliances are recalled and if the manufacturer cannot contact you, you may have an unsafe product in your property.”

“I have used the online portal to register my own personal appliances and found it really simple to use. If you are a landlord then I would certainly advise you register all of your appliances as a five minute job now could save you a lot of hassle further down the line.”

In 2016 the government introduced a number of disadvantageous changes to the tax that landlords pay and can claim back. Stamp Duty Land Tax (SDLT) You pay stamp duty on the purchase of any residential property costing more than £125,000. The amount you pay is dependent on the property value, as you pay different rates for each ‘portion’ of the property cost, this is outlined in the table below. Last April the government introduced an additional tax on any property owner purchasing a second residential property. Restriction of allowable costs

All landlords with residential property inside or outside the UK can claim tax relief for costs such as mortgage interest incurred on the property they let. Currently the relief is set at 40% and 45%.

Wear and tear allowance

If you let fully furnished properties, you used to be able to claim a wear and tear allowance of 10% of the net rent you receive. This is intended to cover any items that would normally be provided in unfurnished accommodation, including fridges, carpets and curtains etc. In April 2016 this allowance was adapted so that all landlords of residential housing can deduct the costs they actually incur on replacing furnishings. The relief will be applied for the cost of a like-for-like, or nearest modern equivalent, plus any costs incurred in disposing of the old item, or less any proceeds received for the asset being replaced.

Earlier this month the BBC published an article predicting a ‘flat summer’ in the housing market. The article follows the recent announcement from members of the Royal Institution of Chartered Surveyors (RICs) that sales have been dipping slightly and buyer interest remains flat. If you are stuck for something to do this year then we would highly recommend going out and watching a game at one of Leeds famous sporting venues. You can watch Leeds Football Club at Elland Road or Leeds Rhinos Rugby League Team at Headingley Stadium, the same impressive venue you could catch Yorkshire County Cricket Club in the summer.

2. Move furniture away from the walls

One of the first steps to preventing mould is to ensure that there is proper air flow through each room in your property. A simple way to achieve this is moving your furniture away from the walls. Exterior walls in particular are often colder than interior walls and therefore more at risk of damp and mould.

3. Prevent moisture with proper ventilation

Anything from boiling a kettle, cooking your dinner or having a shower can produce steam, thus producing moisture that can cause mould. Opening a window and turning on your extractor fans will help to reduce the moisture in the air.

4. Dry your clothes outside

Did you know that from just one load of washing over 2 litres of moisture is released into the air? This can be a major cause of damp and by drying your clothes outside you can easily alleviate this issue. If you do not have access to a suitable outdoor area then as stated above, ensure there is a window open to provide ventilation.

5. Prevent smoke in your property

Too much smoke in the air can easily contaminate it and without proper ventilation can lead to mould developing. If you are a smoker then it is always advisable to smoke outside, but also try to prevent lighting to many candles and if you have a fire then use it sparingly, unless it is ventilated correctly.

Removing mould

Make sure that when it comes to cleaning the mould, you work in a ventilated area with correct safety equipment, such as gloves and masks to ensure your safety. Do not just attempt to scrape the mould off, especially if you have a respiratory condition such as asthma.

The simplest way to remove mould is to make a solution that is four parts water and one part bleach, apply the solution to the mould using a damp cloth, scrubbing gently until it is gone.

If the mould persists then contact your landlord to let them know of the issue and they will assess what further action needs to be taken. Remember that any issues such as mould that you fail to report could leave you liable for the professional cleaning at the end of your tenancy.

What if there are problems with my reference?

It is not uncommon for tenants to have their reference rejected. This may happen if you are a student with no regular income, or perhaps you are leaving your family home and have no renting history. If this happens then do not panic, there are other options, perhaps you can pay a full rental term up front, or more likely, seek out a guarantor.

What is a guarantor?

A guarantor, often a parent or guardian, will agree to take responsibility for the rent on your property if you fail to meet the payments. Your guarantor will be required to pay any rent debts and any damages exceeding the deposit figure.

If going down this route then your guarantor will need to complete a similar referencing process. As long as they are a UK resident, in employment and earning enough to cover your rental commitment then there should be no further issues.
